Check schedule for those dates!

TO: All TMSL Captains/Players/Referees

FROM: Carl A. Piccarreta, President Tucson Metro Soccer League

DATE: May 21, 2009

As we begin what will hopefully be a great summer season, there are a few things to keep in mind and to share with your players.

1. All players MUST have a valid player pass to play in a scheduled, sanctioned match. NO PASS-NO PLAY is the rule at every match. No Board Member or League official can authorize a player, without a player pass, to play in a match. The referee does not have the authority to overlook this long standing rule.

2. All team players must have a matching team jersey with a professionally applied number. Teammates may not exchange jerseys during a match. Again, the referee does not have authority to disregard this rule. Each team is also responsible for a second jersey in the event of a color conflict.

3. The League will be very intolerant of overly aggressive -- verbal or physical -- play. In other words, heavy suspensions and fines will accompany any player, and possibly the team, that is involved in on or off field incidents. For example, fighting may earn a player a minimum one year suspension, if not police action. Likewise, referee assault will likely earn a player a life time suspension, if not police action as well.

4. A scheduled match will not be rescheduled due to your team's unavailability. Your inability to field a team - 7 players - for a scheduled match will result in a forfeit victory for your opponent.

5. A team that forfeits two matches, will be suspended from play and have its team bond forfeited to the League. That team will not be allowed to return to play until it posts a new refundable $100.00 team bond. A team may avoid the suspension penalty by advising the League of its inability to field the team at least seven (7) days in advance of the match. To inform the League, you must contact a Board member, by telephone or email, to advise of your team's unavailability. You must also be required to contact the referee assigner and the opposing team captain.

6. Matches are scheduled to begin at 6:30 p.m. and 8:15 p.m. A ten minute grace period will be granted a team in order for it to field at least seven, uniformed players. Referees will not utilize the ten minute grace period to allow a team to ready its 8th or 9th player. If a team is unable to field at least seven uniformed players by ten minutes after the hour, the match shall be declared a forfeit. If you have 7 uniformed players and, in the Referee's opinion, are purposely delaying to ready additional players, the team captain may be carded.

7. Summer matches will operate 40 minute halves.

8. All teams have been provided a few roster forms, which are also available here on the League website (click on Forms, above or below in the menu bar). Failure to provide the Referee a completed roster on a League roster form may result in the team captain being carded.

9. Read the by-laws. They can be found below.

Thank you/
